Bridges will continue to collapse if unrepentant corruption is not stopped
The report of Administrative Reforms Commission-II mentions two types of corruption, Coercive (by showing threat of law) and Collusive (by conciliation). According to the commission, another type of corruption has taken root in developing countries like India.
The commission recommended that strict laws be made to end it, In which the onus is on the accused to prove themself innocent and to create fully autonomous bodies for investigation. In this type of corruption there is an agreement between the engineer-contractor to install inferior quality goods and money is distributed internally.
After a few years these two have got tremendous power to suppress the system with the power of money. Who was awarded the bridge contract?, Was he fit for the job?, How was the 140-year old bridge repaired?, What was the status of the approval certificate?, Why were tickets sold above capacity? and then who was responsible for monitoring it?, These are all key questions.
However, we all know that dozens of such incidents in the country have resulted in countless deaths. Then only a few minor employees are suspended, a committee is formed, the case goes on and in the end not a single person is punished. Because of our system is a breeding ground for collusive corruption.
Society is also habitually tolerant of such corruption and in a few days forget it and will be start swinging on some other bridge. Disgusted with corruption, a person bribes the job of their son or daughter, flattering the leader and there is not hesitation in taking advantage of casteism or sectarianism. A moral revolution is needed to change the collective-individual consciousness of society.
